Although the efficiency of the energy markets can be improved by domestic efforts, integration of the markets with other countries can bring further benefits. Co-operation with neighbouring countries in this field is an essential step towards the single EU market. It could be useful to introduce Memoranda of Understanding at the political level with Belgium and Germany to create a single market. Such a political agreement has been signed, for example, between Portugal and Spain to create the Iberian Market, while the Nordic market has been operating like a single market for several years.
In the agricultural sector, cropspecific norms have been established for energy consumption in greenhouse horticulture. Furthermore, the sector emits a large amount of non-CO2 GHGs for which reduction techniques are not yet available. Table 4 shows the planned actual emissions as well as targets for each sector in 2010.
