The ideological basis of Soviet expansionism meant that, given that the ultimate objective was the establishment of world socialism and by implication the eradication of liberal democracy, the threat posed by the Soviet Union went far beyond the traditional security dilemma. The consequence of this was that the conflict with the Soviet Union was not amenable to an institutionalist approach. The Soviet Union could not be reasoned with or bargained with, it could not be socialized, it could only be contained.

Gorbachev, Shevardnadze and many of the younger academics who acted as their advisers had come to recognize the absurdity of continuing relations with the West on the basis of an international class struggle. In the first place, they recognized that the West had no interest in a military conflict with the Soviet Union and that the perception of an outside military threat was in fact an illusion, perpetuated by powerful interest groups inside the Soviet Union. This explains how quickly the conviction that there was no real threat from the West was adopted by the military establishment once the Soviet positions in Eastern Europe had been given up and the cold war was declared to be over.

After the Eastern Treaties had been signed, this aspect of detente in Europe (except 24 Germany and the Future of European Security for MBFR negotiations on conventional force reductions)35 was the most important one for the Federal Government. The objectives underlying Politik der Stärke and Ostpolitik were not dissimilar, even if the means by which they were pursued were very different. On another level, Ostpolitik was simply the adaptation of West German foreign policy to the changes in the international system.
