The ‘effects’ of the media were defined in a narrow short-term way in order to make it easy to measure them. It is not surprising that a limited definition of effects gives rise to a finding of ‘limited effects’. For example, by defining political effects in terms of changes in support during an election campaign they ruled out the possibility of longer-term influences being at work.

Such persistence requires ideological perspectives which are being investigated by research into stereotypes and agenda-setting. Activity Moral panics do not only occur on a national scale but also within local communities. Local media, both newspapers and radio, often run campaigns on issues which may range from ‘juggernauts’ to ‘gypsies’. These provide an ideal opportunity for small-scale research.
