By the early 70s, the total volume of cargo transportation via the NSR amounted to 3 million tons. By 1987, it reached its maximum - 6,6 million tons. 17 line icebreakers (of which 8 nuclear and 9 with diesel engines) and more than 300 transport ships (including one nuclear lighter carrier Sevmorput, 20 ships of the ULA ice class and 108 ships of the UL ice class) operated on the NSR. The NSR operation was profItable till 1991 with the volume of transportation exceeding 4 million tons. Icebreakers and transport ships for Arctic navigation were built, Arctic navigation systems, hydrometeorology, communication, rescue and air ice surveys were maintained at the expense of public funds.

The NSR, which historically has developed as a national uniform transport communication route of the Russian Federation in the Arctic Region and a major part of so-called North-east Passage, covers a wide area of sea from the Novaya Zemlya Islands in the west to the Bering Strait in the east within the limits of which navigable routes are chosen depending on actual ice conditions, power and icebreaking capability of ships. The area covers internal waters, the territorial sea, the exclusive Russian economic zone, and depending on the ice situation, it can extend its limits.
