After a term in the Kentucky legislature, where he opposed efforts to introduce a plan of gradual emancipation, he was elected to Congress. Running on the Democratic ticket with James Buchanan in 1856, he became the youngest man ever to serve as Vice President. A moderate states' rights Democrat, Breckinridge reflected the divided sectional loyalties of his border state of Kentucky. He insisted he was not a secessionist while campaigning for the Presidency in 1860 and favored compromise proposals during the winter of 1860-61 that might have delayed or prevented secession.

In late July, Bragg began sending 30,000 of his infantry on a 775-mile journey by rail that would take them south to Mobile, then northeast to Atlanta, and finally to Chattanooga. This was an unprecedented strategic use of the rail network, and it opened the way into Tennessee and Kentucky for the Confederates. Having swung around Buell's army, Bragg now planned a joint offensive with General Edmund Kirby Smith, who had an independent command over rebel forces in east Tennessee. Bragg was to move north from Chattanooga and Smith 45 B R A G G ' S K E N T U C K Y from Knoxville, and together they would defeat Buell"s army and perhaps drive as far north as the Ohio River.

Following a brigade command in central Kentucky, he led the Reserve Corps at Shiloh and assisted in the defense of Vicksburg. After failing to storm Union-held Baton Rouge in the summer of 1862, he joined Braxton Bragg's Army of Tennessee and led, much against his wishes, the last and disastrous Confederate attack at Murfreesboro on January 2, 1863. He commanded his division in all the major western battles of 1863 before receiving his first territorial command in the spring of 1864. As head of a department in western Virginia, he was victorious at the battle of New Market on May 15, 1864, and then took part in Jubal A.
