To obtain drugs for research purposes, a licensed individual must submit to the agency or company from which the drug is to be obtained a specific order form published by DEA. Drugs in Schedule I are the most difficult to acquire, usually requiring not only the DEA order form but also a detailed research protocol. A useful outline of the responsibilities of a drug researcher can be obtained from Division 28 of the American Psychological Association.

That stimulant drugs result in 'rate constancy' or 'rate convergence'). Nevertheless, that drug effects, especially those of drugs labeled stimulants, can be related to baseline rates is a well established fact (Kelleher and Morse, 1968; Sänger and Blackman, 1976; Dews and Wenger, 1977). Consequently, when interpreting drug effects it is important to take baseline performance into account. Experiments therefore should be designed so that differences in baseline performance are not confounded with other variables of interest.

Once stable performance had developed, Dews tested a range of doses of pentobarbital by preceding some behavioral testing sessions with an injection of the drug into the pigeon's breast muscle. In this way he was able to assess the effects of a range of doses of pentobarbital. The results are summarized in Fig. 1. The drug effects, including their qualitative nature, depended on the dose administered. Under either schedule of reinforcement the drug acted either as a 'stimulant' or a 'depressant', depending on the dose.
