At the local level too, the central government reduced the power of local authorities and gave them less autonomy in decision making. In addition, Mobutu implemented a system whereby the president held the ultimate authority over provincial and local administration. Before making a decision on how to proceed, the local authorities and provinces had to contact the central authority in the capital (Kinshasa). Thus all major decisions were made in the capital. The bureaucratic system under the Mobutu regime was an absolutist administrative system, and there was centralization of power along the lines of the colonial state.
The government is still lagging behind in the introduction of reforms that will improve the level of public administration. The main problem facing the DRC government in this endeavor is that international donors and financial institutions have made extensive recommendations. The main aims are to improve the quality of the public administration, the payroll management, and the capacity of the public sector to render an efficient service to the public (International Monetary Fund 2005).
