In 1862, soon after Russell had left, the North set up a formal system of censorship. The United States Secretary for War, Edwin M. Stanton helped set the pattern for the future when he deliberately held up news of the surrender at Harpers Ferry (1862) and altered the North's casualty figures at Petersburg (1864-1865), reducing Grant's losses by a third. He also suspended the publication of Northern newspapers and began arresting editors and threatening proprietors with court-martial if they did not support the government.

Indeed, each of these conflicts appears to have been accepted by their respective publics and media as an extension of the aims of World War II.
