Indeed, Elizabeth Anscombe has argued that desires must ¹² Much of the literature on the semantics of desire-talk is built on the mistaken assumption that the object-place of the verb ‘desire’ is always an ‘‘opaque’’ or ‘‘intensional’’ context—that is, a context within which the substitution of one co-extensive expression for another can alter the truth value of the whole.
Propositionalism, then, is grounded in a mistaken conception of the requirements for rationalizing explanations of action. The view assumes that it is rationally intelligible for someone to bring about some state of affairs if and only if that person has some desire whose propositional object picks out that state of affairs. But citing a desire can contribute to the rationalizing explanation of an action only insofar as it helps us to understand what the agent saw in the action such that it seemed worth choosing.
There is no such thing as initiating a behavior because one sees something good or worthwhile about it. There are merely impulses that incline us to behave in certain ways and simultaneously cause the prospect of so behaving to take on a pleasant coloration in our eyes. To take this position is not to complete but to foreswear the task of formulating rationalizing explanations of human actions. It might seem to be a wholly empirical question as to what causes those curious sorts of events we call actions.
