JCIDS, as spelled out in a revised Chairman of the Joint Chiefs of Staff Instruction 3170, was implemented to replace a defensewide requirements generation system that was widely viewed as flawed because it did not adequately support efforts to field a more effective joint force (Inside the Pentagon, July 24, 2003, p.
