Schools—through the employment of qualified teachers—must work to generate interest in science and engineering and prepare students with the necessary background in science and mathematics (OTA, 1988b). The remainder of the blame must fall squarely on the shoulders of the institutes of higher education (the universities) and the poor quality of teaching therein, because of the failure to provide the necessary training programs and to mentor the students correctly and meaningfully (Chapters 4 and 6).
